A compact routine for checking the local and live operational surface.
Scope
Use this at the start of an operator shift or before investigating a user report.
Procedure
From the repo root:
make env-check
make quote-health

Escalate When
- quote server is healthy but quote endpoints fail.
- fixed oracle updater logs repeat ownership or write errors.
- LI.FI readiness reports missing identity, missing route, or unmatched quotes.
- interface indicates ready while direct backend checks fail.
Handoff Notes
Record command output, manifest path, chain id, and whether the issue is local, service-level, on-chain, or third-party API related.
